This lecture examines the twin challenges facing high-income, liberal-meritocratic-capitalist regimes in the post-globalization era: the decline of manufacturing employment since 1980 and the need for a rapid green energy transition. It argues that these challenges can be addressed without sacrificing faith in a market economy, drawing on Hayekian insights to propose bottom-up and market-based solutions as alternatives to protectionism, subsidies, and industrial policy.

This lecture was delivered at LSE in December 2025 as part of the workshop on "Complexity and Liberalism in Development Studies," sponsored by the Institute for Human Studies and LSE. It examines India's emerging industrial policy ambitions in the semiconductor sector, situating them within broader debates about the limits and possibilities of state-led development in a post-globalization era.
